When he became mayor of Fort Wayne, Graham Richard began a deliberate effort to make city government more effective and efficient in delivering services. He has continued to push forward on three fronts that support that goal:
  1. Modernizing business practices by using basic quality improvement techniques to eliminate waste and improve quality. [Read the story in Performance is the Best Politics.]
  2. Fostering partnerships between government and business leaders who are guiding and leading improvement and innovation efforts. Graham is a co-founder of the High Performance Government Network, a member driven not-for-profit corporation that is dedicated to designing, developing, and deploying high performance accountable public services. The Network assists local government chief elected officials develop quality improvements by using data to identify service delivery weaknesses and to establish working models for immediate and on-going improvements.   3. Bringing broadband access to small and mid-sized communities, with a particular emphasis on using high-speed applications to help provide community services.
